The aim of this paper is to seek a method in which the optimized water resource distributing model, which can reach the maximized compositive benefit of economy, society and environment, can be built based on the leading industries that present the continuable development idea.The leading industry appraising system is set up with taking into account economy, society and environment and based on the 'discrepancy driving' theory, a leading industry selecting model was built, then using it, the leading industries of An Hui were selected out.A multi-objective linearity programming model that can give attention to economy , society and environment was built and the priorities were given to the leading industries and regional dominant industries by giving them higher significance coefficient and increasing some restriction. The pollution level of each industry was evaluated with fuzzy math method.To solve the model, a mat lab programme was designed, the programme make it easier to input the restriction and the result can be output in order. Besides, the programme is universal in a certain range.The benefits of the results were analyzed from economy, society and environment. At the same time, the change of the industries structure from current year to forecast year is show in both macroscopical arrangement and microcosmic arrangement. The benefits analysis show that, compared with the forecast level, total product increased 745.91 hundred million yuan ,and GDP increased 182 hundred million yuan ,while total consumed water reduce 10. 463 hundred million m3 and total pollution level reduced in 6.15%.The ratio of agriculture, industry and the third industry of the result is 11.8:46:42.2 which is closed to that of 'the eleventh five year development project of AnHui .That testified the result accorded with the actuality of AnHui. So the result can be deemed to realize the expected intent.
