To explore the urbanization of sustainable development, the green ecological city pattern which based on large-scale green building and eco-city emerged. However, these new urban construction resulted in water pollution which not only occupy environmental capacity, but also reduce the quality and quantity of water resource.Therefore,the green eco-city should make a scientific reasonable and feasible planning from two aspects: comprehensive utilization of water resources and water environment capacity control.To the green eco-city which master plan had been established, author explored the city scale and land modebased on researching the multiple green eco-city in the province, highlighted the necessity of the utilization of water resources planning by analyzing its multi-purpose use of water resources, and proposed planning program and its index system. Although it depepened regular municipal planning from multipal aspects, it isstill needed to deepen the study of the urban water environment capacity control. To the green eco-city which master plan hadn’t been established,author selected one-dimensional water quality model from the actual situation of Chinese green eco-city constructionbased on the domestic and foreign researches on environment capacity control and in the analysis of thedomestic general procdureof water pollution pontrol, proposed the principles of water environment capacity control and formed a structural integrity control of water environmental capacity planning methods in the scale of the green eco-city.Thesis taked the utilization of water resources planning study in the core area of Suzhou taihu new town as a example, made a planning practice according to the above methods. On the basis of the prediction on point source pollution and non-point source pollution load, the target of the Sudong canal water environment control determined the reduction goals. Different solutions are proposed according to the different reduction target, point source pollution reduction mainly used of recycled water reuse strategies and non-point source pollution reduction mostly used the green stormwater infrastructure measures based on "total annual stormwater runoff control rate" guidelines, whichproposed appropriate reduction measures to reduce non-point source pollution load according to the situation of different district.
