Water is an integral part of life and it is essential for the survival and development of human beings. Jinchang City is located in the Northwest droughty areas of China, therefore, it has been wanting in water for ages. With the fast development of its social economy, Jinchang City had the problem of a serious lack of water since 1970s. The shortage of water resource has been the local socio-economic constraint to sustainable development of Jinchang City. The shortage of water resource has become the bottleneck of local socio-economic development. In order to alleviate the water crisis of Jinchang City and achieve the harmonious development of economy, society and environment, it is necessary to analyze water-saving potential and water-saving measure for industry and urban residents of Jinchang City.The article starts with the analysis of water resource, industrial water and municipal wastewater. The main reasons for tensioning the contradictions between water supply and demand of industrial and urban about Jinchang city are analyzed.I forecast the total industrial added value and the number of urban residents of Jinchang City in 2010 and 2015, calculated the amount of water needed in industry and residence, analyzed its lacking amount of water in 2010 and 2015.The city's water conservation potential is estimated;Then the major water-saving measures are found out.The main measures of water-saving are analyzed and economic feasibility is accounted. In the last part of the article, some suggestions on water conservation work are given. All these provide reference to Jinchang City to make future national water resources management programmes, water conservation policies, socio-economic development plans, policy formulation and water-saving measures.
