The cities in our nation are expending at an astonishing rate. As the framework of our cities, the urban roads represent the image of our cities. Nowadays the management and maintenance for urban roads is becoming more and more important. Practice has proved that the Pavement Management System (PMS) is a useful and efficient tool to allocate maintenance fund and keep the service of road network above certain level. This paper does some researches on the Pavenment Management System for Urban Roads. Four parts are included in this paper: modern data collection method of Pavement Management System for urban roads; pavement performance evaluation model for urban roads; pavement performance prediction model for urban roads and M&R (Maintenance and Rehabilitation) decision-making analysis.Data collection module is the foundation of the establishment of PMS. This paper presents the data collection method with modern equipment. This data collection and investigation method is adapted to the curren and future requirement of PMS.Fomer pavement evaluation models are so general that they haven't provided the pavement performance evaluation model specially for urban roads. According to relevant pavement maintenance criterions, this paper proposes the riding quality index (RQI), pavement condition index (PCI), pavement structural sufficiency index (PSSI); and pavement quality index (PQI), which constitute the integral pavement evaluation system for urban roads. For the integrated index PQI, this paper improves the original the Analytic Hierarchy Process and provides a new method to calculate the coefficients of the indices in the PQI index equation.Pavement performance prediction model is very important for the M&R decision-making for PMS.This paper brings forward the Markov Chain educed from 3 different regression equations to predict the pavement condition according different characteristics of urban roads. With more and more spatio-temporal data enriching the pavement history database, the precision of the prediction model will be improved greatly.The ultimate goal of the PMS for urban roads is to provide scientific reference and guide for the practice of M&R decision makers. The 5th chapter illustrates the process and constituent parts of M&R decision-making for PMS and also puts forward the concept of preventive maintenance and rehabilitation so that the maintenance level of the cities in our nation can be improved in a comprehensive way.
