Water is the carrier of the all development. With population growth and socio-economic development, human needs for water quantity and quality are rising, shortage of water resources has become increasingly prominent, has become an important constraint factor on economic and social sustainable development. Therefore, the management of water resources should be strengthened,in order to achieve the water supply management to water demand management changes.With China western development strategy, advantageous resources transformation strategy and accelerating coal production bases costruction are implemented. Accelerate development of coal resources in eastern Xinjiang, protect national energy security, preliminary planning Turpan Shanshan as the first mining area. In this article, from Shanshan's current economic development situation start, analyzed the development and utilization of water resources in Shanshan, summarized currently facing water problems, and which caused by the factors and causes.Proposed water demand management for future sustainable development of water resources, and proposed a variety of water demand management measures. Finally put forward "determine the water consumption by land area, reduce water consumption through water-saving"by analyzing and comparing these measures, combining Shanshan economic development and the actual situation.The measures recommended reducing arable land and water conservation measures.For groundwater overdraft problems proposed groundwater management rules, so as to address the current status of groundwater overdraft, to reach the balance between exploit and supply. Clarity the water rights of river, to carry out the work of supporting the implementation of water-saving projects, through the establishment of water rights market and carry out water-saving mechanism research, taking advantage of economic leverage,arousing public participation in water-saving.Intensify non-traditional water resources development and utilization,set up a complete water service system, ultimately providing a strong safeguards for building Shanshan water-saving society and human in harmony with nature development objectives.
