Comparing Analyzing And Studying On The Existence Of The Dual-Track Project-cost-valuation Model And Its Environment

With the further reform and opening of our country and the rapid development of the engineering construction, the traditional project–cost-valuation model cannot meet the demand and it's urgent to reform it especially after China joined the WTO and steps forward in the process of globalization. The reform was officially started on July 1, 2005. Nowadays in China there temporarily exists a Dual-Track Project- cost-valuation Model with both the valuation model on norm and the valuation model on the quantity list.This paper, combining with the present situation of the project cost management, gives a further research on the Dual-Track Project-cost-valuation Model and points out the problems existed in it. By consulting the experience obtained from the reform in project-cost-valuation model in our country and the characteristics popular in the international project-cost-valuation model , this paper explores the development of the project-cost-valuation model in our country, especially the guarantee of the environment in which the valuation model on the quantity list can be put into effect. In the end, by giving examples, this paper demonstrates the advantages and disadvantages of the project cost structures in the Dual-Track Project Cost Model in the aspects of the project quality calculation rules, calculation unit, cost calculation gist, cost structures and etc.
