By the discussion of the changes of water resources happened in Linhai in the past two decades, by the comprehensive investigation and theoretical analysis of the achievements and problems in the construction of hydraulic engineering, the water supply capacity in the whole region in different gurantee rates under current conditions was induced. After scientific analysis, the water resources amount needed for the sustainable development of economy and society in Linhai in 3 periods- short-range(2010), middle-range(2020) and long-range(2030) was brought forward. And thus the water shortage amount in different periods under different guarantee rates was elicited. By the scientific comparision and choice, by the coherent combination of utilization, environmental protection and sustainable usage of water resources, the optimal allocation results of exploitation, utilization, deployment, water-saving and protection of water resources in short range and midde-long range in Linhai were advanced. The construction targets of water conservancy cause in the future in Linhai were confirmed.Firstly, in the paper, the basic knowledges of optimal allocation of water resources were discussed, including the characteristics of water resources, the current status of water resources exploitation and utilization, water demand forecasting, the balance computation of water demand and supply in Linhai. And then, the engineering plannings were illustrated, including water-saving and sewage-reducing engineering planning, water source project planning, water resources allocation scheme, inter-basin allocation of water resources and water environmatal protection planning, etc. Next, taking Niutoushan reservoir as a case, the application of optimal allocation of water resources was explained. Finally, the achievements in the paper were summarized and the research directions needed in the future were indicated.
