Shipping is an industry with high risk. Frequent maritime accidents and disasters have brought great threat and practical losses on safety of lives and shipboard properties. Compared with other ships, tankers may cause more serious damage. In recent years, the successive severe accidents of tankers have been threatening the development of navigation transportation industry of tankers. As a result, more importance has been attached to a scientific management to pre-control maritime accidents. Safety Evaluation is one of the most important methods that make up of this scientific management system,Safety evaluation is one of the most important technical means of implementing safety management. The final purpose of safety evaluation is to bring forward a countermeasure to minimize the risks and prevent maritime accidents from occurring in order to establish a strong foundation for confirming safety objective of the system, constituting safety layout of the system and realizing the optimized system safety. In the field of maritime accident prevention, Formal Safety Assessment (FSA), which makes a complete and comprehensive analysis on various factors affecting safety, is highly recommended by IMO. Through analysis on risk, expenses and benefits, FSA brings forward reasonable and effective measures to control risk.At the same time, the author uses System Engineering Theory and AHP to achieve the influence degree of each index on it's safety; then sets up the mathematics modeling of multilevel comprehensive assessment, gets quantificational and qualitatively comprehensive safety evaluation. By combining the project technology with management science, the author tries to apply the research result in the tankers manual management and even the daily management of maritime system. The purpose is to establish an enhanced label management system which is of practical use.
