Water resources are an indispensable and important resource.For the economic development of the country and the region.It is an important guarantee for social development.The Bohai Rim region is the highest level of economic development in northern China.However,the issue of water resources has become a bottleneck for the continued development of the entire Bohai Rim region.The excessive development of water resources has led to various ecological and environmental problems.The contradiction between supply and demand of water resources in the region is serious,which seriously affects the healthy development of the region's economy.Therefore,this paper uses 44 prefecture-level cities in the Bohai Rim region as a research area to evaluate its water use efficiency.It can not only accurately estimate the water efficiency value of each region,but also provide theoretical and practical basis and policy recommendations for promoting economic development in the Bohai Rim region and ensuring sustainable and effective supply of water resources in the Bohai Rim region.Now,China is in an important stage of economic development and the supply-side reform is steadily proceeding.This paper is of great significance to the implementation of the green development concept in the Bohai Rim region,comprehensive and efficient conservation and rational allocation of water resources,and the dual control of water resources total and intensity.This paper introduces the research on water use efficiency of domestic and foreign scholars,summarizes the research direction and content of academic circles at home and abroad,selects research methods,and builds the Bohai Sea on the basis of querying relevant data and data.The evaluation index system of water efficiency in prefecture-level cities has calculated the water use efficiency of 44 prefecture-level cities in Bohai Rim from 2006 to2015.This paper first selects the three-stage super-efficient SBM-DEA model for non-expected output.The efficiency is measured.We can find that there has many difference in water use efficiency between cities and towns.The efficiency of coastal areas and regional central cities is better than that of inland areas.It is concluded that the efficiency of Beijing city and Tianjin city is better than that of other regions.Shandong province cities in the eastern part are significantly better than the western part,and there are large differences in the water efficiency values between the first stage and the third stage,and the efficiency valuesmeasured in the three stages are more reasonable.Secondly,this paper analyzes the convergence of previously measured water use efficiency,and then uses the nuclear density model to study the evolution law of water use efficiency.The results show that the water use efficiency of prefecture-level cities in the Bohai Rim region shows a small divergence trend,three provinces.The convergence within the administrative districts varies,and the gap is large.The water use efficiency of many cities has improved significantly,but the low-efficiency cities still account for the majority,and the increase in the number of cities with extremely high water efficiency has widened the gap in water use efficiency within the region..Then,in terms of the spatial characteristics of water use efficiency,the standard deviation ellipse model was chosen to describe the evolution trajectory of the water efficiency value center of gravity.The entire movement path of the center of gravity movement experienced the southwest(2006-2009)— Northeast(2009-2015)The process of change,while the process of changing the center of gravity of the movement is slowly increased from a slow rise to a rapid rise.Finally,using the threshold model to explore the factors affecting the water use efficiency in the Bohai Rim region,it is found that the impact of various factors on water use efficiency varies with the threshold.
