| With the development of the technique on military aircraft design, the system becomes more and more complicated, and safety of military aircraft becomes more important. The mishaps occurring in military aircraft can result in death, injury, damage to or loss of equipment or property, and influence the combat capability, even the war situation. So safety must play an important role in military aircraft design, through applying system safety engineering into military aircraft safety management, especially in its design phase. If neglected in design phase, it will cause associated unavoidable mishap risk and a large economic loss, even delay the development of military aircraft.At present, there is no further research on the system safety technology, and lack of the technical codes interrelated safety and maturity system safety engineering. The approach to safety management implementing in our country is based on the safety items involved the design codes, a majority of those is based on the historical lessons learned from other systems to achieve product safety. This approach, is only focused on some function or some subsystem, cannot be applied to reach the total system safety requirements to military aircraft. Aiming at the problem in military aircraft safety management, relating to the domestical situation of development of military aircraft, system safety management is applied to development of military aircraft, and then safety management mode in design phase on military aircraft is established herein. Trying to establish the safety management system step by step, and the staffing of the system safety organization, included manpower loading and control of resources from others, system management is carried out, to consider safety problems at system life cycle in design phase, and achieve acceptable mishap risk, with the constraints of time, cost, and operaritional effectiveness and suitability. |
