The Adaptability Analysis In Regulatory Detailed Planning About Externality Theories Base

The adaptability of regulatory detailed planning is refereed to its adaptability to the mark and actual social need in concrete practice. The exertive degree of it directly relates to the possibility of implemention and the responsiveness of facing to the actual changes. In the economic activities for trade in land, the developer and governor are both sides of trade , to attain both sides' maximize profits is the result, but its influence accepted innocently by the public irrelevant with trade, that is the negative externality function ; or the governor carried out a certain park or square, the surrounding resident therefore enjoy the free advantage of greenbelt or open space, that is positive externality function .After all, The paper analyzed regulatory detailed planning and variety in its implement by using the externality theories from the view of the externality theories. It is expected introspecting the purpose and meaning of the regulatory detailed planning from the social phenomena and objective economic regulation ,expliciting the variety of its implement actually for which is suitable or not suitable, tallying up its reason and regulation.In the end ,the better formulation of regulatory detailed planning and the better adaptability to society and economy are expected.The paper analyzed the influence to the actual changes of main factors (the control of land use , land boundary , land area and the floor area ration )of restraining negative externality in regulatory detailed planning from the view of the externality theories on the example of five implemented statutory plans in Shenzhen ; and the actual implementation of the governing factor for guaranteeing positive externality (public facilities control, public greenbelt control).We find 60% to70% changes after implement ion of regulatory detailed planning is not suitable. The advise about better adaptability is put forward after further analysis :more economy analysis in regulatory detailed planning formulation, more reasonable land use and land boundary; About the establishment of land use and floor area ration ,in addition to the project which satisfies whole programming structure and present condition and has already granted ,the land is established as more as possible development and income of land use and floor area ration;otherwise, comprehensive development is the important to the smaller one;and full consideration for city planning's characteristics of time and future are put forward. We should create aggressively the possibility of facilities with characteristics of positive externality linking with economic benefits ; and building up constrained compensation mechanism to enhance adaptability of regulatory detailed planning.
