With the fast development of the society and economy and the acceleration of urbanization, the problems of water resource shortage and water quality worsening have already extremely increased. Resonable exploration and utilization of water, effective protection of water resource and sustainable use of water resource has already become the important thesis in actual activites.Based on the water environment of Huaibei and the need of water resource protection, the water quality evaluation, the water function regionalization and the water environmental capacity of the main rivers have been studied. Equal standard pollution load method was employed to assess the main industrial pollution and estimate the non-point source pollution. Fuzzy synthetic evaluation and weighted average model was adopted to assess water quality, through which the advantage and disadvantage of the method was pointed out. On the basis of water function regionalization, the water quality model was analysed according to the hydrologic data. The water environmental capacity was calculated, the amount of discharging and reduced pollutant the in developing regions has been instituted. Measures and proposals on water pollution prevention were put forward.
