| The paper put emphasis on the evaluation indexes system of reservoir sustainable development and its evaluation method, evaluated the sustainable utilization of Shahe Reservoir and established an index system of sustainable development which can also adapt to other reservoirs, on the basis of which the paper put forward some perfect measures that is propitious to reservoir sustainable development.First of all, the paper discussed the significance of sustainable development, made an analysis on background (circulation, management, environment and social economy development condition of the surrounding ecosystem). Then, the author carried on inquisition, data analysis and summary and made calculation and demonstration on the safe stability of the dam, and discussed the risking obviation and reinforcing technique, which gave premises to sustainable development.Second, the author laid the strong emphasis on establish principal and method of index system of sustainable development, based on the existing research of sustainable development, experts' opinions and Mathematical Statistics analysis, the author put forward an index system suitable for reservoirs' sustainable development. This system is made up of 4 first-class indexes, 13 second-class indexes, 38 foundational indexes. Based on the international and national standard, "the agenda of China in 21 centuries", the Chinese water conservancy modernize, the corresponding numbers in "the reservoir great dam safe evaluation lead", together with the optimal value and satisfaction value in this inquisition, this article acquires target values. Then, combining with practical data, we can acquire index numbers of all fundamental indexes.Last, with the using AHP analysis methods, the paper evaluated the degree of sustainable development, designed judgement matrixes to calculate index weighting, and analyze the sensitivity of some sensitive factor, arrival at a conclusion which can be used to set a goal of sustainable development.
