In early 90's last century, because of the lacking of power, a lot of areas built up power load control system. However the function of the system was only limiting power supply and the system's opening is not so good, and it can't form an integrated power selling and service platform with other information systems. As the power supply situation is getting better, the former system needs to expand new functions. With the extending of load management system, there are more and more parameters acquired and monitored, higher and higher precision and communicational rate and reliability required. Developing a new extendable power load management system is urgent.First, this paper analyses the function requirement of the system to confirm the designing assignments and functions needing to be realized. On this condition, one new load management system is designed. The system is divided into three parts including: main station system, terminal device and communication channel. This new system has solved the problems such as low data transmission speed, simplex function, bad technology opening that early load management system had.In allusion to power load management system communicational protocols now are not same, and different terminal products can't be compatible. This paper proposes an efficient, dependable, compatible communicational protocol based on ISO-OSI, agreeing with data transmitting of power load management system in real time. Long variable frames (as long as 255 bytes) are adopted to improve the rate of communication. This protocol is same with point-to-point, multi-point in one line and one point to multi-point communication types.Based on the terminal framework, an intellect terminal with high speed and precision is designed. High-performance LPC2214 and the algorithm FFT (Fast Fourier Transform) which is used to calculate the power parameter are used as the main control circuit. Compared to the early terminals that always used 8-bit and 16-bit MCU, this new terminal has faster operation capability and can finish more work.
