The power load management system is a comprehensive real-time information collecting and analysis processing system. It contained modern digital communication technology, computer software and hardware technology, the electrical energy measurement technique and the electric power marketing technology as a whole. It is a part of electricity marketing technique supporting system and it is the basic platform of collecting client information of real-time power consumption, as well as an effective technology to implement electric power DSM. Through the implementation of power load management, they could improve the grid load rate, shorten peak electricity, change the load curve, improve the utilization supply of equipment, lower cost of electricity, reduce or delay the power generation capacity and reduce environmental pollution, while power users can improve power efficiency, lower electricity costs, reduce the losses caused by power imbalance between supply and demand, possess considerable social and economic benefits, in line with the needs of the development of power system.With IT become more and more important in the enterprise operation and management, a separate building of large consumer load management systems, distribution transformer monitoring system, residents centralized meter reading system can no longer meet the needs of power companies, and these applications was not quite related to other business application systems, each application system had its own independent business flow and business databases, so the openness of the systems is very poor. Under such circumstances, it was difficult to share the resources, then formed many "information islands", could not meet the development strategy of intensive production of power enterprises and fine management. In order to make full use of system investment (the master station equipment, communication channel and sophisticated network technology) to achieve further functionality, solve the problem of resource distribution and duplicate investment, realize data collection and sharing, application, enhance management efficiency, we can realize function expansion of load management through bring common distribution transformer monitoring and residents electric centralized meter reading into load management systems.This paper describes a new electric power load management system based on GPRS, which make full use of the advantages of GPRS communications and techniques of information processing, storage, release, on the basis of load management function of traditional large customer, integrate the function of distribution transformer monitoring and electric centralized meter reading, so they realize remote automatic collection of statistic data of larger customers, public distribution transformer and residents, built a platform of data center based on data of electric energy; through data processing and mining to achieve the function of automatic energy statistics, net loss calculating and analysis, power monitoring, marketing decision support and so on; simultaneously release data in the style of WEB, and provide interconnect interface for other systems which use data of data center.
