More and more professional technicians and users come to know that ice-storage air conditioning system has many advantages: peak shifting and valley shifting, load sharing, increasing investment profits from electric power construction, and saving transportation charges for users, etc. But compared with conventional air conditioning, ice-storage air conditioning needs more initial cost and has a more complex system. Therefore, for the development of ice-storage air conditioning, there must be an overall, reasonable and convenient evaluation method, helping users and project designers in decision-making. Meanwhile there must have a reasonable electrovalence policy serving as an economic lever.Firstly, based upon the conclusion of analysis approaches and evaluation indexes that are adopted in the current research of ice-storage air conditioning technology, the paper introduces a general evaluation system that has both economic indexes and technological indexes. Secondly, with this general evaluation system, the paper analyzes and evaluates three of the ice-storage air conditioning projects in Hubei province, which have different load characteristics. The result of the research is significantly valuable for the application of ice-storage air conditioning technology in the region of Hubei province. Finally, through the comparison between several imaginary time-of-use(TOU) rate policies and the actual one, the paper gives its own suggestion, which may be hopefully helpful for some government departments concerned. |
