In recent years,with the slowdown of the overall increase of electricity consumption and the launching of a large number of new energy projects such as photovoltaic and wind power,thermal power enterprises have to face the dilemma of decreasing the number of hours of Internet access year by year,resulting in many thermal power enterprises' micro profits or even losses.Thermal power enterprises urgently need to upgrade and transform to reduce the level of coal consumption,reduce flue gas emissions,increase the on-grid electricity price and reduce the cost of power generation.Comprehensive transformation of thermal power is an important way to improve the current plight of thermal power enterprises,and the level of project management directly determines the use of project funds,project quality,duration and environmental impact.On the basis of consulting a large number of domestic and foreign thermal power transformation documents,this paper collects the latest data of thermal power transformation projects,and analyzes the problems and shortcomings in the management of thermal power transformation projects,which focus on steam turbine,desulfurization,denigration and flue gas system.Combined with the characteristics of high investment amount,large project scale and long transformation period,the management and evaluation index system of large-scale comprehensive transformation project of thermal power plant is established.Finally,by analyzing Beijing Daihai Power Station comprehensive renovation project of power plant,to the actual renovation project management process of the quantitative evaluation,can complement with other power generation enterprises,improve the thermal power enterprises to the content,more comprehensive and more angles to each other,at the same time improve the project management for thermal power enterprises closed loop is necessary.Based on Delphi method and fuzzy comprehensive evaluation method,this paper systematically studies the evaluation method of comprehensive transformation project management of thermal power plant.Firstly,by referring to the evaluation index of thermal power transformation project management,the project management elements are divided into four dimensions of fund management,quality management,schedule management and safety environment management.Based on the analysis of specific project management elements,an 18-index evaluation index system of thermal power transformation project management is constructed.Secondly,using the fuzzy comprehensive evaluation method,the paper constructs the project workflow,hierarchical structure model and fuzzy comprehensive evaluation model,and expounds the concrete steps of fuzzy comprehensive evaluation of project management in detail.Finally,the comprehensive evaluation of the comprehensive transformation project management of Daihai power plant is carried out.From the results of single value transformation,the project management level of the manager still has a lot of room for improvement,which provides a good reference for other comprehensive transformation project management of thermal power plant.
