Thousands of years have passed since the first dams had been built. Dam engineering is widely used all over the world as an effective tool to regulate and control the flow of rivers and to get energy. It has been rapidly developed especially since 1945. With the development of technology and cognition of human being, in 80s, 20th centuries, people began to re-examine the construction and operation process of many built dams engineering with modern view and gradually noticed that there still exist a lot of fatal biological environment problems. But in China, dam engineering construction is proceeding, in order to make the built, being-build and build-in-plan dam engineering ecological projects, people should follow the sustainable development principle, take fully consideration of the negative effect of the dam engineering and the value of natural resources, to make a research in the built dams in order to accumulate corresponding data and experience for prevention and harness. Therefore, it makes a great sense to take a post-evaluation of environment influences and to figuring-up the value of environment resources for the dam engineering.The main contents of the research are:1. The post-evaluation of dam engineering environment influenceThe post-evaluation of dam engineering environment influence means investigate the occurred environment influence, contrast it with the forecasted results, check the differences between the two targets after a period running of the constructed dam engineering, in order to verify the rationality of environment influence forecasted results and environment protection design, and evaluate the environment quality after the project is constructed. The basic method of evaluation is former-latter contrast, which means compare the occurred environment influence and quality after the project is done with the former situation and the forecasted results during the project deciding process. Through integrated analysis, evaluate the environment quality after the project is done, and finger out the favorable influences and disadvantageous factors, the steps of exerting the advantaged factors of the project while minimize the disadvantaged one are brought forward. This thesis takes the Fengjiashan reservoir as an example, fingers out that the construction of Fengjiashan reservoir both has the advantage and disadvantage influence to the local environment, and put forward some suggestions.2. Environment resource value accounting for the dam engineeringNowadays, there are four main environment value theories, which are labor axiology, ecological compensatory axiology, philosophy axiology and avail axiology. The accounting methods of environment resource value are directly marketing evaluation, opening out fancy evaluation and willing investigation evaluation. The influence of time, space and seedtime should be noted when accounting the independent factor, while the influences between each independent factor should be concerned, it should amend according to its value and essentiality.This thesis accounts parts of the environment resources loss value, takes 2004 as a benchmark, 4626. 56 millions Yuan RMB were fingered out as the integrated environment resources loss value, benefit-cost ratio is 1.81, which is larger than 1 and shows the Fengjiashan reservoir is more advantaged during its running period under this accounting condition. Some suggestions of enhancing the environment protection are put forward as well.3. The analyzation on the characteristics of inflow evolvement of Fengjiashan reservoirThis thesis takes field inflow data during 1954~2004 of Fengjiashan reservoir as elements, analyzes the annual and inner-year evolvement characteristics of the serials through the stochastic hydrology methods combined with serial statistics character.
