Study On Assessment Of Water Resources And Sustainable Utilization In Bingtuan Areas Of Xinjiang Manas River

In the Bingtuan area of Xinjiang Manas river, It has little precipitation, strong. evaporation, and large temperature difference between day and night, but the sunshine period is long. As a result, water resources is shortage in this area. Since the 1940s, with the rapid development of agriculture and industry, there has increased a large of water resources consume from society, which directly affects the sustainable development of economic and society in this region. In order to efficiency use the water resources and support the sustainable development of economic society in this region, this paper conducts the research and analysis on the sustainable use of region water resources in Bingtuan area of in Xinjiang Manas river. The main study content as follow:Firstly, Some concepts of sustainable use of regional water resources was discussed, such as the connotation, content, work mentality, object, principle, mode and method about the water research. All these provide theoretic supports for appraisal of sustainable use of region water resources.Secondly, it elaborate the elementary theory of appraisal on the water resources sustainable use, synthesis discusses the method of target system establishment and the assessment method of region water resources sustainable use appraisal.Thirdly, it has constructed the appraisal target system of water resources sustainable use level. from the level of water resources, economic development, the level of ecological environment and society three aspects elaborate the connotation of water resources sustainable use appraisal target system.Fourthly, it puts researches on the level of synthetic evaluation of sustainable water resources use by using the multi-objectives and multi level fuzzy pattern identification mode, establishes four levels on the sustainable use level and quality synthetic evaluation model of water resources which contains the target stratum, the criterion level, the restraint level and the target level, then works out the sustainable use level of water resources.Finally, it puts out of the appraisal of using level of the water resources in Bingtuan area of Xinjiang Manas river, pointes out its deficiency and proposes the corresponding counter-measure.
