The distribution system is closely correlated to the customers in the power system because of its direct impact on service continuity and quality. Good distribution system plans can save the initial investments and reduce the annual operating costs without sacrificing the service reliability of the system. As the introduction of deregulation and competition to electric power market, electric utilities need a Distribution Planning System (DPS) urgently more than ever. This dissertation is focused on the DPS based on the current development of the distribution system planning.Firstly, the structure and relation inside the distribution system are analyzed in detail. A layout of GIS-based DPS is proposed. The main problems of the distribution system in Yangzhou are discussed according to the analyses of the current distribution system.Since the automation level is low and the load data is difficult to collect, the total power consumption is estimated by recursive analyses method and annual increasing method. The kinetic theory is introduced to implement sub-area load forecasting. Therefore, the disadvantages of conventional load forecasting can be avoided. A chromosome-coding strategy is proposed, which ensures that all the randomly generated chromosomes are feasible. This kind of coding strategy makes the searching process confined to only feasible solutions so that the evolution process is greatly improved. The proposed planning model is so flexible that it can be reconfigured according to the objective and requirement of the planning.Finally, the mode for implementing distribution system automation, the setting and configuration of the sub-station, the function requirement of the automation equipments and the requirement for the main-side equipments are determined for the distribution system automation of the city zone of Yangzhou. The automation mode and fault mode of the feeder is determined. The main objective is to satisfy the requirement of the automation when the distribution system is constructed.
