Wind power is a kind of renewable energy source that can be utilized in a large scale.The Hami area in Xinjiang is endowed with abundant wind resources which,however,is exploited at a low level.The Santanghu Fourth Wind Power Station,as a new energy demonstration project,can not only provide electricity to the regional power grid,but also itself can become a tourist attraction,boosting the local tourism business.Therefore,the optimal planning of the Santanghu wind power station is of important significance and application value.This paper aims to plan the fourth wind power station in Santanghu in a scientific manner through the accurate evaluation of wind resources,the proper selection and layout of wind turbines and electrical equipment,and the projection of the investigation and future balance.Results are presented as follows:?1?The analysis of the average annual and monthly wind speed observed at the meteorological station during the pastthree decades.The calculation of the wind farm air density,wind shear index,tu rbulence intensity and the maximum wind speed at a 50-year frequency on the basis of the corrected wind observations shows that the Santanghu wind power station is rich in wind energy resou rces.The Weibull distribution is well fitted to the70m wind speed observations using the WASP10.0 software at the the 4123#wind tower.The effective speed suitable for the electricity prodiction can sustain th roughout a year.Wind speed lower than 3 m/s or larger than 25 m/s is seldom observed.Therefore,continuous wind power generation can be expected in a year around.?2?It is investigated the status,the planning and shortcomings of Xinjiang and Hami power grids.The installed capacity of the fourth wind power station in Santanghu is sized to be 100.5MW with comprehensive consideration of the wind energy resources,the absorption capacity of the power grid and the wind tu rbines typeswas.?3?The optimal wind turbines and electrical equipments,as well as their layout,are determined from six alternatives through the economic and technical comparison.Plan 3 is recommended,in which the wind turbine is GW82-1500 k W with a hub height of 70 m.Meanwhile,electrical equipment was chosen and deployed in a proper manner.?4?The investment cost of Santanghu Fourth Wind Power Station is estimated on the basis of the selected type of wind turbines,electrical equipments and their layout.Energy saving effects and social stability risks are also evaluated based on the project investment and power generation The results indicate that in case of the replacement of thermal power by wind power,there will be an annual reduction of CO2 emissions by about 225,000 tons,which is in favor of the air pollution mitigation.At the same time,social risks are low and the overall stability is high.
