With the constant progress of science and technology and the constant improvement of automation and the long-distance monitoring technology, the water conservancy department proposed electricity metering mode in the use and management of groundwater. While the mode uses the underground water for irrigation and other uses, it takes the pump electricity as the basis and standard of water consumption. Therefore, it is very urgent and necessary to develop the steady and high accuracy water metering with remote data function.Based on the analysis of the three-phase water metering Digital Remote Power Meter's status in the use and the management system of groundwater, the paper puts forward overall technical program. The traditional method is based on mechanical electric energy meter, adopts the recognition technology of the picture to carry on reading, then reads the data through relevant interface. This kind of method is not merely low in precision but also it has not the function of remote data. In this paper, the author applies the integrated automated control and signal acquisition, digital signal processing, ARM and Remote data technology to design the three-phase water metering Digital Remote Power Meter system with digital, high-precision measurement, interference and remote data. The system is suitable for the use of groundwater management system.In hardware design, it regards the embedded processor LPC213X ARM MCU series as the core to achieve ARM hardware control system. It regards ATT7022B as the measure chip to achieve high-speed digital computing and gives protection for the measurement of water three-phase watt-hour meter digital remote to achieve high accuracy. It regards the BENQ's M22 as remote modules to guarantee that the data is stability and reliability in the wireless communications. According to the needs of function, it will finish hardware platform, signal gather circuit, display circuits, remote monitoring module hardware design and so on.According to the specific background of three-phase digital electric energy meter in software design, it proposes the overall design of three-phase digital electric energy meter. It combines the multi-task operating system with multithreading, message queue and Semaphore ideas to design embedded systems including data acquisition, data communications, data storage, data, state handling all software modules.In order to improve the reliability of water measurement of three-phase digital remote meter, it makes detailed analysis to digital hardware dependability, software dependability and remote data security. On the software side, it should be increased software watchdog technologies to improve software reliability; Remote data in the use of encryption technology and GPRS network security technology to ensure that data in remote security. On the remote data side, it should be used the encryption technology and GPRS network security technology to ensure the security of remote data.
