Evaluation on the ecological environment effect of water conservancy is a complicated peoject, and there is no efficient system set up to it so far. Under the background of that people pay much attention on the ecological environment effect, how to evaluate it is of great importance.Through discussing the essentiality and content of environment effect evaluation of water conservancy, on the base of interpreting of ecological environment effect evaluation state of domestic and abroad, this paper analysised systematically the main ecosystem of water conservancy, an index system of ecological environment effect evaluation of water conservancy is constructed, then the methods of evaluating the indexes are studied. Combining with the Analytic Hierarchy Process and Fuzzy Synthetic Evaluation method, a model of ecological environment effect evaluation of water conservancy is established. The definition of the index weight and how to ascertain index degree of dependence are studied in detail. At last this model is applied to ecological environment effect evaluation of Long-tan hydropower engineering, showing its advanced and practicablity.This paper is composed of four parts: I This part discussed the essentiality and state of environment effect evaluation of water conservancy, and interpreted the theory, principle, characteristic and method of environment effect evaluation of water conservancy. II On the base of analysising systematically the main ecosystem of water conservancy, this part constructed an index system of ecological environment effect evaluation of water conservancy. III Combining with the Analytic Hierarchy Process and Fuzzy Synthetic Evaluation method, a model of ecological environment effect evaluation of water conservancy is established. The definition of the index weight and how to ascertain index degree of dependence are studied in detail. IV The application of model. In order to verifying the rationality of this model, it was applied to ecological environment effect evaluation of Long-tan hydropower engineering.The following aspects were searched in this paper:? The comparative reasonable model of ecological environment effect evaluation of water conservancy was established, in which the definition of the index synthetical weight was researched and fuzzy optimize method was used to ascertain index degree of dependence .
