Eletric power system is the foundation of national economy, and its safety affects the safety of nation, the life and assets of people, and the stability of society. Building emergency command system which collects various information together, sends it to the command center to make scientific decision and to operates related devices, we can deal with various emergency events efficiently and rapidly, and reduce the lost that various electric power emergency events made at most.This paper firstly analyzes the current researching status of electric power emergency command system, discusses its function characteristics. Next, it researchs the knowledge management technologies, the building of knowledge base, and the knowledge representations. According to the disadvantage of the current electric power emergency command system reusing the information and data, we put forward a new electric power emergency system architecture based upon knowledge management. On this basis, this paper builds a simple facts knowledge base and an object facts knowledge base. We use Jess (Java expert system shell) to reference the knowledge base , make knowledge using more efficiently, solve the problem that traditional system can not use information at best, and prove the methods this paper put forward is efficient. Finally, this paper discusses the electric power emergency command system knowledge base automatic updating methods, points out the next research direction in future.The electric power emergency command system based upon knowledge management that this paper put forward, has the characteristics of making scientific desion, operating related devices, efficiency, adaptive. Maybe it can provide some rerefence and help to build an intelligent electric power emergency command system.
