In 21th century, GIS (Geographic Information System) in town planning isbecoming more reality than the past when we followed like sheep. The quality oftown planning data for GIS is too poor to satisfy the needs of the system. The processof regulatory detailed planning is a process of computer data produced. It's necessaryto specify the basic standard for planning data produced.There is no any industrial data standard for regulatory detailed planning by now.Usually in regulatory detailed planning, town planners only use AutoCAD as toolslike T-squares and set squares. The purpose is to get a final map of planning. Theyseldom care about whether the data is qualified or not. So such kind of data cannot beused for GIS directly. It will need more people and more time to reproduce the databefore it can be used in GIS. This kind of waste is huge, and It's also influence thedevelopment of GIS.The study of this article focus on the data needs of GIS, deeply studied data ofregulatory detailed planning, organized special data and attribute data in proper order,emphases attribute data study, provided data series of controlling and leadingcontents of regulatory detailed planning; after the studying the advantage andshortage of AutoCAD software, finally found a way to supply the gap of attribute dataorganization in AutoCAD. That's linking special data and attribute data together byprogramming with extended data (xdata) technology in AutoCAD, creating specifiedentities with GIS-like properties for regulatory detailed planning, making it true ofspecial data and attribute data combination perfectly, clearing up the barriers of dataexchanging between CAD and GIS.The regulatory detailed planning data produced by town planner. In the toolsprogramming, the working manner of town planner is more considered of. Not onlythe attribute data linking tool is provided, but also attribute data modifying, attributedata table creating, attribute data managing, and attribute data displaying tools areprovided. The study results are fully tested with Jinan regulatory detailed planning going.,and the data transferring between AutoCAD and GIS will be forther tested after Jinanregulatory detailed planning finish and Jinan town planning GIS build up.
