Huhhot is one of shortage water cities which locates in the arid and half-arid area in the northern China, its spatio-temporal distribution of rainfall is very asymmetric, and the water resources is indigent, and the possessive quantity of every person on water resources is sixth of the country. With the development of economical society and improvement of living level in Huhhot, the utilization of water resources increases rapidly, the allocation between the supply and demand of the water resources is very strictness. The distribution of regional water and industrial water is asymmetric; the proportion of agricultural water is large in the utilization of water resources, which occupies about 70 percent. Therefore, according to the problems on utilization of water resources, it is necessary to research the optimal allocation and sustainable using of water resources in Huhhot.This paper based on the actuality and problems of water resources in Huhhot, using 11years datum of water resources from1995 to 2005 and the method of System Dynamics to set up consequence charts and constructed carrying capacity System Dynamics model which composed of six modules of water resources in Huhhot, changing the parameters, schemed out four schemes to forecast the utilization of water resources and educed carrying capacity of water resources for next 20years.The result shows: with the improvements of economizing water rate, disposing sewerage rate and ten thousand production value consumed water quantity, the fourth schemes is the best one which has best production value of industry, least using of water and lowest sewerage. In 2025,the water consumption proportion in every department are industry water consumption, living water consumption, water consumption in irrigation, livestock water consumption and water entironment consumption. The proportion is 20:27:49:2.6:0.62.In 2025, the total population on carrying capacity of water is 4.804633 million, the industry production value is 8.539313 billion, the area of irrigation is 340.776 thousand hectares and the number of livestock is 1.793906 million. With the time process, the proportion of water consumption in irrigation reduced, but the others increased. It gives us three countermeasures of optimal allocation on the water resources, the allocation water consumption of the industries, the type of resource and the interlocal quantity of water resources. The research offered a scientific gist for the reasonable and effective utilization of water resources in Huhhot.
