Based on the analysis of the domestic and international scholar's impact on the urban planning, transportation planning and land use, this paper carries on research on the methods for locating and planning Wuhan public parking lots, according to the practical situation of our country.The objective of this paper is to improve Wuhan transportation system and to ensure the land use of the parking lots, and also to provide the basis to guidance the building and management work of Wuhan urban planning. According to the practical situation of Wuhan, this paper offers reasonable measures to ensure the development of parking lots at the same time.To carry out the compendium of the new urban planning and to improve urban transportation system, the public parking lots planning of center city has been arranged as the work of 2005 management target of Wuhan.This paper begins under this background. After the investigation of parking, this paper analyzes the features of Wuhan parking, such as service object, parking location, parking style and management. Then this paper compares the different models for parking demand forecasting and forecasts the parking demand of Wuhan reasonably.After the forecasting of parking, this paper introduces different models for locating and planning parking lots and compares them, then analyzes the advantages and shortcomings of them. For the fault of the usual methods, this paper sets up a new model of multipurpose genetic algorithm to locate public parking lots, and then analyzes an example of multipurpose locating. Finally, combining the practical condition of Wuhan, this paper gives some reasonable measures to ensure the development of parking lots, also it points out that it is very important to limit city center's parking demand and to direct the development of Wuhan urban parking lots.At the end of this paper are the innovating points and shortages of this paper.
