The safety is an eternal topic of the human, and the safe production is the important symbol of social civilization and progress. The related general and specific policies of the Communist Party of China party and country have explicitly proposed "Take the safety in production highly, protect the security of the nation's property and people's life". Regarding the transportation, the security is its first characteristic.As one of the several important research areas of marine traffic engineering, safety evaluation has always been concerned by experts both at home and abroad, but the research results were mostly concentrated in the marine traffic system and less attached to inland water traffic safety evaluation.Along with the rapid development of waterborne transport, inland water traffic safety issues are becoming increasingly serious. How to understand the actual situation of inland water transport safety and safety administration objectively has become an urgent problem ahead of the water traffic safety administrations. The water traffic safety is a huge system project. To establish a long effect system of the safety management is an urgent mission for the government departments. And to evaluate the safe condition of water transportation systematically, reasonably and accurately is an important foundation work which guarantees the smooth exhibition of the long effect mechanism.Safety evaluation indexes system and method are the important parts of safety evaluation system. For a long time, the number of water traffic accidents, the deaths,the number of wrecks and the economic losses-this four-index system is theevaluation criterion of Hunan province's water safety condition. And the local Maritime Bureau of Hunan Province adopts it as an evaluation standard of assessing subordinate bureau and it is linked with rewards. This method has played a very positive role to a certain reasonable extent and is the most commonly used to evaluate the safety situation by marine authorities. However, taking an overall view of Hunan province's water transport, the water traffic safety is not just confined to maritime security, but also includes the smooth waterway, security and communications, that is, all of the local Maritime Bureau of Hunan Province's support and guarantee system are an important component of the water traffic safety system engineering. The current safety evaluation using only four maritime after the event evaluation indexes, which is the static evaluation after the event, it is not systematic and entirely, and can not reflect the water traffic safety condition accurately and comprehensively. The water transport system of Hunan province lakes an objective and quantitative safety appraisal index system based on 'general safety' management concept.This text embarks from the angle of the large-scale system. On the foundation of the sustainable development target system research, it establishes the water traffic safety appraisal index system of Hunan province's water transport, using the pressure-appearance-responded-PSR concept model.Comprehensive expert's opinions on the basis of full investigation, this test chooses some appraisal indexes with good abilities and strong feasibilities. Use the FAHP analysis method to determine the index weight and then calculate the comprehensive weight of the appraisal indexes; finally carry on the evaluation to the safe condition of water transportation of Hunan province with the comprehensive index method.
