Aresearch On The Role The Government Plays And Its Effect In The Development Of New Development District

The dvelopment of new development districts has become an approach to solve the problems emerged in city urban areas. The role the government plays has been evolved and changed with the development of the economic systematic reform in China. The effect of government has influenced the whole system of city development. How to constract the new development districts under the guidence of scientific view of development, and to facilitate the constraction of harmonious society by mantaining the public interests, while promoting rapid economic development have attratced more concern and research widely. Under such a circustance, the researcher analyses the role of government plays and its effect in the development of new development districts by an approach of combining the theoretical research with the analysis of practical cases. Given the objectives of this research in the exploration of the role the government plays and its effect, the research will be a good reference to the practice of future development of Hefei city and other cities in the middles areas of China.Firstly, the researcher conduct an analysis on the pattern of development of new towns, the role of government played in the mature period of foreign countries;Secondly, the researcher analyses the problems and achievements in terms of the practical role local government plays and its effect in the contemprary time by taking the development cases of Hefei new town (Binhu and the Northern District);Thirdly, the researcher suggests the need for the re-allocation and the shift of the government roles on the basis of analysis on the related theories of public administration and the experiences in the development of new towns in other countries.Finally, this researcher makes some suggestions to the development of new town and the approach of government administration in Hefei.
