Chinese government approved the《Nuclear power medium-long term development strategy》on March 22nd, 2006. According to the preliminary planning, the installed nuclear power capacity will reach 40,000MWe by the year 2020, which will be about 4% of the whole country's total installed electric power capacity. That is to say, there will be 30,000 MWe nuclear power units to be built in the future 14 years. It is worthy of research to find optimized measures during nuclear power project management, in order to decrease project cost and improve station operating performance after units putting into use.This thesis focuses on the research of commissioning management modes on built nuclear power projects and coal power project. Through fuzzy synthetic evaluation method, analysis and evaluate kinds of commissioning management modes, especially on commissioning organization, planning management and document management. Some worthy of notes was put forward according to the analysis results. Additionally, this thesis considers the system engineer commissioning management mode has superiority as a whole, which adopted advanced management methods and tools. This mode is good for application in future nuclear power project management.Based on the above research and analysis results, according to the situation of Sanmen nuclear power project Phase I and the forecast of Chinese nuclear power development, the part II layouts basic frame of commissioning management mode in Sanmen nuclear power project Phase I, which combined current owner's commissioning preparation status. In the basic frame of commissioning management mode, describing in the area of commissioning organization, planning management, document management quality and safety management, interface management. This layout will be revised and perfected to adapt project management need.
