Both the engineering structure's security and the actual service condition of bituminous pavement built according to the national present design standard of bituminous pavement usually cannot realize the designer's anticipated goal, especially under the condition of carrying heavy trucks, which usually make destruction to our country's roads because of unreasonable design of the road surface and thickness. So the special consideration about the influence of heavy-load traffic should be given to the whole process of the bituminous pavement design.Based on an investigation into the destruction caused by heavy-load traffic to No.110 pavement (Hohhot-Baotou section) and No. 210 pavement (Baotou-Dongsheng section) ,this article analyzes the problems existing in the bituminous road sign, such as the stress's influence on the road surface and the curving tensile level of the bottom structure, the damage mechanism, the designing variable, and the structural combination ,etc. A comprehensive study has been done about the axle load conversion method and the structure level design variable. And an innovative theory of bituminous pavement design, the design control index and the design process are proposed in the article.
