Thermal storage technology is a technology that use electricity to drive refrigeration system at night at that time when the electricity price is cheap. Cold energy stores in thermal materials such as water or ice.When in the daytime, we get the cold capability stored in the thermal materials being released to meet the requests of air-condition system or production technics.Now, static ice cold thermal storage technique is widely used in our country.In this paper, many problems which exist in the field of designing ice thermal storage systems were taken into account. Problems were found that many designers were ambiguous about the design method and can not break away from traditional design concepts which led to conservative design and could not show the superiority of the thermal storage technology. As we know, popularize of this technology depends on economic analize, economic efficiency directly impact on the application of the technique.Therefore, we must build up a fair and reasonable module which fits to ice thermal storag e system.A large number of research work were done about reasonable design and economical comparison. In the basis of investigate the present situation of this technology,a design of the air-condition plan of a bank building was made. Characteristics of various refrigeration methods were analyzed, mathematics model of economical evaluation was established, economical parameters of preliminary investment and operation expenses were researched, a train of thought about ecnomical analysis was proposed, the factors which influence economics of this technology were deeply confered to improve economical effects of the project. Finally, some suggestions were brought out and prospections of this technology was carried out.
