SCM is used for main processor in early application of substation measurement and control device in our country, its shortcomings is simple function, poor handling and slow response, and thus the functions that these devices can fulfill and application range are restricted. To enhance system's flexibility and reliability, DSP will be applied to this substation measurement and control device, and Controller Area Network (CAN) bus is used successfully in the data communications.This paper introduces the substation integrated automation's development and present and measurement and control device's effect in it, describes the background and significance of the topic, then give the introduction and analyze for the DSP principle and its data handling algorithm. Propose a specific measurement and control device software and hardware design using TI's DSP TMS320LF2407 for measurement and control device hardware circuit design, and have carried out analysis on the stipulations of an agreement communicating by letter, the measurement and control device's ability to respond to real-time, data communication and signal processing capabilities have been greatly enhanced. Finally ,calculation accuracy and anti-interference performance of the measurement and control device have been inspected by function testing. Test result has satisfied the corresponding standard completely, has verified accuracy and reliability of the measurement and control device.
