With the rapid development of economy, high reliability and quality of power are required. Especially in the construction of smart grid, the whole power system security reliability and economy proposed a new, higher demands, which furthers the substation automation technology.Along with development of electronic computer and network technology in years, measurement and control device, as the crucial bay unit in substation automation system, requires higher capability, including anti-interference feature, to become adapted to complex electromagnetism environment in substation and powerful quality in monitoring network. Besides traditional four-remote function,synchronization with other devices in station, harmonic analysis based on AC collection,information sharing and interlock function are needed.This paper presents a high voltage measurement and control device based on powerful CPU and real time embedded multi-task operating system,it starts from the application of measurement and control devices in domestic and overseas substation automation system and analyzes the shortage or demands of such devices presently. This device is designed as a whole in frame and as different modules in hardware. CPU module,AC sample module, remote signalling module and remote control module are referred as main functional unit to make the device flexible. The real time embedded multi-task operating system Vxworks is applied, hardware platform BSP is transplanted, software processing frame and task processing pattern are then designed.AC sampling and phasor calculation,harmonic analysis,signal collection and GPS synchronization are specially provided as modules and put into use.It studies how to use IEC61850 standard in high voltage measurement and control device and how to realize information sharing and distributed interlock according to GOOSE model supported by IEC61850.The fundamental function and capability, including electromagnetic compatibility,are tested.Measurement accuracy, anti-interference feature ensure its practical application in substation automation system.
