| Residence is the most basic need of the human, good community public service facilities could ensure people's access to living conditions with high quality, and encourage people to reach a higher level of demand.In China, the construction of the community public service facilities started since the founding of the PRC. With the economic system reform from the planned economy to market economy, the development mode has changed. Economic transformation and social reconstruction is the basic background of the development. In different economic system, the government controls resources with differrent degree and also, the allocation of resources, the providing of services, the settings of construction standards and etc. All this resulted in a lot of problems--the backward standard, the lack of quantity, uneven distribution, and different conditions of different facilities for example.Based on related theories and practices, this thesis reviews the history of the development of the community public service facilityies in China. Land, funds, supply, demand and urban planning are selected as the key elements of development mode. They are affected by the economic system deeply, and play different role in different economic systems. By analyzing the characteristics of each element and comparing their differences in different economic systems, this thesis tries to find the relationship between the elements and the existing problems and support the resource integration.Considering the characteristics of each element and the factors that might be involved, this thesis concludes with three types of the development mode and attempts to establish the integration mechanism including the subjects, the contents, the construction sequence, the management mode and the guarantee means. The author hope all the advice that mentioned in this thesis can improve the problems and will be helpful to the related research and future practice.
