Research On Renewal Reform Policies Of "Village In City" From Harmonious Society Aspect

"Village in city" is a particular phenomenon which initiated by the urban development in the background of special national conditions in China with urban-rural dual structure. Meanwhile it is very common during the urbanization. Recently, government, with relative administrative department, research institute, experts and scholars in many cities has done a lot of study and research works. However, the "Village in city" is an emergent novelty that related to system shifting on nationalization of the collective land, investment and financing system, household registration system, collective economy reform, and social guarantee for the lost-land villagers, urban management system and urban management system, etc., the renewal reform of "Village in city" is lack of support of policies on specific operation stage.According to the "Village in city" current situation, this paper analysis the controlling elements during Xi'an "Village in city" renewal reforming, not only takes the reference of "Village in city" reforming in other cities, but also on the bases of comparative research and analysis on the different schemes. The deep research work is from the aspects of system shifting on nationalization of the collective land, rural collective economy share system reforming, and social guarantee for the lost-land villagers, etc,. Following the scientific development philosophy and insist on the human-oriented reforming concept, this paper gives suggestions to the Xi'an renewal reform policies of "Village in city" from reforming mode selection, standard the land nationalization system shifting, transformation from collective economy to modern enterprise and improve social guarantee for the lost-land villagers, provide a useful reference to further research and practice on such subject. Hope to implement the harmonious reform of "Village in city" according to the principles of building the harmonious society.
