Research On City Road Traffic Safe Risk Analysis And Risk Management

With the social development and economic growth, the increase of population and automobiles and increasingly complicated road system, the situation is very grim, and the road traffic risk is getting worse. The road traffic has become a serious threat to the social development and the safety of people's life and property. Thus, the study of road traffic safety risk is significant to satisfy the needs of modern road traffic safety management.Based on the theoretical framework of risk analysis and case study, carrying the integrative theory of risk perception, risk communication, risk evaluation and risk management, the thesis made a research on road traffic safety. It answered series questions, which are, how about the situation of Beijing now? Is government's risk management system efficient? Do public have road traffic risk consciousness? What the public risk reception on the road traffic is? How do public judge government's road traffic management? How to improve the situation and how to consummate the risk management system?The thesis used a logical thinking. As angle of view of this thesis, the theory of risk management system grounded on scientific risk analysis theory impenetrate the thesis all along. Firstly, it introduced the research on the conceptions of risk and road traffic, and it also summarized the researches which had been done by other researchers before. Secondly, with the actual situation of Beijing and the result of the investigation, it analyses the actuality of Beijing road traffic safe risk management system. Thirdly, based on the framework of risk analysis, it makes devising and optimizing suggestions. In the end, it summarized the main conclusions and the research results.It has the significant influence on actual effect of the road traffic safety management whether public's risk perception of road traffic is correct or not. We must integrate public's risk perception into the decision-making of the road traffic risk management. Simultaneously, we should strengthen the recognition of the traffic risk environment inside and outside and then develop the risk evaluation adequately. In the establishment of road traffic risk evaluation system and the road traffic risk communication, we could constitute the road traffic safe risk management system and construct the omni-directional and systematized road traffic safe risk management frame to realize the purpose of comprehensive risk management, to manage the risk and reduce the possible loss, and to improve the road safety.
