Research On The Sustainable Utilization Appraisal Of Regional Water Resources Along River

Water resources is the support of human life and mankind civilization. Along with the economic and social development, the need of society is more and more high, many nations has sunk into the predicament that water resources runs short. In our country, the short of water resources has already become the bottleneck in many areas and seriously hindered the development of economic society, which directly affects the sustainable development of our country's economic society. In order to use the water resources sustainably to support the sustainable development of economic society, this article take the Zhangjiagang of Jiangsu Province as an example, conducts the research on the sustainable use of region water resources along the river.Firstly it describes some concepts of sustainable use of regional water resources, such as the connotation, ain content, work way of thinking , object, principle, mode and method.All these provide theoretic supports for appraisal of sustainable use of region water resources.Secondly it elaborats the elementary theory of appraisal on the water resources sustainable use, synthesisly discusses the method of target system establishment and the assessment method of region water resources sustainable use appraisal.Thirdly, it has constructed the appraisal target system of water resources sustainable use level, from the level of flood disaster prevention and reduction and the water security, the condition of water resources, the development and use level of water resources, the reasonable disposition and the management level of water resources, the ecological environment and protection, the coordination level of water resources and the social economy development, six aspects elaborat the connotation of water resources sustainable use appraisal target system.Fourthly it puts researches on the level of synthetic evaluation of sustainable water resources use by using the multi-objectives and multi-level fuzzy pattern identification mode, establishes four levels on the sustainable use level and quality synthetic evaluation model of water resources which contains the target stratum, the criterion level, the restraint level and the target level, and uses the artificial neural networks algorithm to exam the appraisal rank of target level, then works out the sustainable use level of water resources.Fifthly it puts out of the appraisal of using level of the water resources in Zhangjiagang, pointes out its deficiency and proposes the corresponding counter-measure.
