| Nowadays huge changes have happened on Chinese traffic construction. The amount of motor vehicles increases fast, while roadway construction is still under development. The contradiction between them become clear day by day, and already threatened Chinese economic development. Currently the existing systems can only monitor some limited situations. Therefore, based on Chinese present traffic conditions, it is designed one system, with warning and monitoring functions, which is composed by ground emitter and car-loading guarding device.The paper mainly introduces the designing plan and implementation method of this system. With the use of infrared remote control and advanced GPRS data communication technology, the system can monitor and handle most traffic violation and give notice to irregular driving with supervising system which can prevent traffic accident. This supervising system efficiently prevents some accidents and presents man-oriented ability.The paper firstly analyses its functions and confirms necessary skills. In hardware design it chooses the highly capable ARM9 kernel microprocessor S3C2410 as CPU. It introduces the necessary outside devices and related hardware connecting points. On hardware platform it uses stable, high efficient, easily made Linux operating system. Then depending on the driving speed and radiating width of ground emitter, it designs the infrared massage form and decoding plan, sending the related control order, and makes decoding procedure. After introducing wireless transmission skills and analysing some kinds of network connecting modes, it makes sure vehicle-loaded terminal and alarming centre working methods, and designs the format regulation of data package and data transport protocols during the data transferring process, which includes the procedure when vehicle-loaded terminal and alarming centre coming into the system, or dealing procedure when IP address is lost or incomplete data transferring happens or other possible cases.
