Hydraulic turbine governor is one of the important parts of hydraulic turbine governing system. It is the important control device of the hydraulic power plant which guarantees the safety and stabilization of the hydroelectric generation unit. The performance of the hydraulic turbine governor is referred to the safety and stabilization of the hydroelectric generation unit. It should be tested on performance and characteristic and the control parameter should be adjusted advisedly whether it is been fixing or after heavy repair accordingly. Therefore, it will make sense to build a platform that can take a full performance test by the dynamic and static tests of hydraulic turbine governor in the laboratory.Making use of the mightiness data calculating and signal processing capability of the DSP chip, the paper puts forward a design of emulator & testing device of hydraulic turbine regulating system basing on TMS320F2812 DSP chip. Considering the progress of technology and feasibility of actualizing, the paper has finished the hardware and software design of the collection sub-system. Integrating the technology of high speed data collecting and precision data frequency measuring, the collection system guarantees the performance of signal regulating circuit, real-timely and accurately realizes the data collecting and signal processing, makes use of the mightiness data calculating and signal processing capability of the DSP chip and high speed communications capability of usb2.0 technology. It guarantees the nice realization of emulator & testing device of hydraulic turbine regulating system, establishes a reliable system platform for the whole emulator & testing system.The device is composed of signal collection, performance calculation, human-computer interface and high-speed communication. The paper lucubrates the signal collection and communication parts. The part of signal collection, cored with TMS320F2812 DSP chip, collects and processes analog signal, frequency signal, and IO signal. The high-speed components, based on USB2.0 technology, accomplish the real-time data transmission between DSP and PC.
