Construction is a process to form the physical of engineering project, and is the crucial stage to deicide the quality of final product. The quality of engineering depends to a large extent on the quality of construction. In this paper, the quality control in the course of construction is studied systematically. First, regaining with the basic theory of quality control for a project, the standards of ISO9000 system is expounded, and, aiming at the specific items, its basic requirements and applications are given in the construction. Secondly, starting from the characteristics and principles of the quality control, the factors having an impact on construction quality such as personnel, machines, materials, methods and environments are analyzed, and the corresponding measures for quality control in the whole process control and the procedure control are given. Then, the reasons influencing the construction quality are analyzed and the classification and grading for the accidents and potential hazards of quality is given. Based on the factors having an impact on construction quality such as personnel, machines, materials, methods and environments, an index system for evaluating this kind of potential hazards is established. The grade of potential quality hazards is calculated out by determining the weight of the indexes by use of AHP(analytic hierarchy process) and using the method of fuzzy comprehensive evaluation. Taking a bridge as an example, the evaluating result is in accordance with the real result. The corrective and preventive measures for quality problem of construction in the before-, executive-, and post-project are put forward, and its application is described with an example of concrete pavement with some quality hazards. Finally, the relation of unity and opposites among the quality, time and cost of a project is focused on; three goals of project should be controlled and coordinated. Based on the concept of harmony, the dynamic optimal control model among the quality, time and cost of a project is established, the optimization of the construction plan for projects is preformed using the theory of fuzzy control and a practical example is used to verify. The research results in this paper enrich the theory in project management, and have an important guiding significance for the engineering practice and improving construction quality.
