Now the high-grade highway has changed from construction to maintenance. In order to maintenance the pavement in scientific,efficient,economic ways, and keep the freeway unblocked, satisfy the road users and managers together, preventive maintenance is the only choice.The dissertation began from the integration of preventive maintenance in the pavement management. Analysis of the high-grade highways early pavement distresses, constructed the system of preventive pavement maintenance of high-grade highways. On the basis of integration, The method collection and evaluaton for data of pavement condition is researched, primary component analysis was applied to make the weight of comprehensive evaluation of pavement performance.For the reason of historic performance data is scared and the evaluation metheod is different in different zone, only mathematics method is the only way to predict the future performance, so the GM(1,1) was chose as the prediction model that is based on the least-squares theory.On the basis of survey many preventive maintenance manners, the dissertation give a preventive maintenance manner game for different pavement and different distresses.The decision procedure came from the Dynamic assemblage, with other considerations.On the basis of analysis of preventive maintenance manners ,the game about manners is drawn,according the development of preventive maintenance program, three levels from clustering,decision tree,efficient/cost analysis, and the developing of preventive maintenance program is based on the data accumulation of prevenetive maintenance manner.In the end, the frame of the PPMS(preventive pavement maintenance system) and the subsystems were introduced...
