In recent years the freeway development progressed by leaps and bounds, maintains service resilience sharp growth. It is the primary task for managers to better use the limited funding to ensure the freeway's safety and unimpeded.This article sduded the HeNan freeway maintenance situation established the freeway maintenance rate forecast model conservation status of freeway in Henan province. According to this we develop the Henan Province freeway maintenance rate system based on GIS. Geographic Information System is a computer system for capturing, displaying, querying, analyzing and assistant decision-making on geographic data. That apply GIS to the freeway maintenance rate forecast system may promote the freeway maintenance informationization development, raises the working efficiency, provide scientific basis for managers to make decision.The system development is one of paper main parts, in this article, make Mapinfo software for the application platform, carries on the re-development using the VB programming language based on the OLE automation technology to it, has realized the Accsee data and the MapInfo data connection, may facilitate to the map and the attribute data carries on the renewal to maintain and to inquire the analysis. Finally, we confirm the feasibility of GIS apply to freeway maintenance rate forecast system through it make forecast and analysis in Henan Province in 2008.
