| Pavement preventive maintenance is a new idea which is different from the traditional mode. It is a planned and economical maintenance mode. The object of preventive maintenance is that the road system misses partial function under normal operating condition. Its purpose is to delay the damage and prolong the service life of the road. And it needs to be carried out before the obvious damage appears. The implementation of preventive maintenance hinge on rationality of the plan, timeliness of the implementation, and guarantee of the fund, which is also to say, the implementation needs a series of correlative maintenance policies to offer supports. However, the study for preventive maintenance polities did not shape sophisticated system inland presently. The article starts from the development, significance and operation of preventive maintenance, and incorporation with current maintenance system of our country, the fund plunge,guarantee mechanism and decision-making techniques of preventive maintenance are studied.On the foundation of analyzing the character of preventive maintenance deeply, and taking push contingency maintenance mode as cut-in point, the theses summarizes fund plunge policies of preventive maintenance at home and abroad and the merits and faults of establishing the guarantee mechanism, then it puts forward the fund plunge policies and guarantee mechanism of preventive maintenance which are suit to our country. It also analyzes current evaluating indicators of pavement suability, and comes to the evaluation criteria of preventive maintenance and the decision making techniques of its implementation. Meanwhile, the research conclusions are used in the preventive maintenance project in Shanxi, and they get good effects. Furthermore, the key technologies of pavement preventive maintenance which are used widely at home and abroad are analyzed overall, supplying the management unit,the design unit and construction unit reference when they choose the optimal measure.
