In the early 20th century, the Dutch housing problem had been very grim. After the following decades, the Government of the Netherlands paid much attention to their residents'housing problem which listed in the responsibility of the Government .They developed a different political and economic Strategies with sparing no effort in the various surveys and studies for a long time , according to the specific issues in different periods to achieve the "Home Ownership" goal.Initially, compared to the other European industrialized countries,the situation of the Netherlands was low level of housing and high unemployment. Therefore, housing policy objectives were focused on improving the people's crowded housing conditions and providing sanitation and heating facilities; During World War II, the Government's main task is subsidized housing; after the war, housing policy became maturity step by step ,they set up a corresponding government departments to supervise the management and housing-related content; in 1901 the state had also promulgated the first "Housing Act,". but at that time ,the central government's affecton. Is limited,which played a role mainly in some aspects of public health care, such as proclaiming that the housing was abandoned because it is not suitable for human habitation; or transforming the slums'district . There is no national housing investment and rental policies. Family housing problem depend largely on individual abilities to resolve. The most poverty-stricken families'housing mainly by the number of civil non-profit organizations seek to provide.After a short period of several decades, the Netherlands became the best living conditions country in the world. This is closely related to the social system of Netherlands. The Netherlands is a high-developed country of high-tax and high-welfare, their welfare and security across every sectors in all fields, particularly in terms of housing security. various welfare subsidies for different situations throughout the whole 20th century, which played a great Role in the process of the Netherlands to resolve housing problems.The Government of the Netherlands had made great efforts which can not be ignored in solving the housing problem of the public. strictly controlled all aspects of housing construction, and introduced many policies related to financial support. The Government of the Netherlands strongly in the construction of residential, meanwhile, also heavily subsidized the development of social housing agencies, such an approach can decrease the cost of residential construction and reduce pressure on household purchase. In addition, but also can ease the pressure of constructing public housing for the people whom lived in the bottom of social in certain extent. The Government of the Netherlands stressed social justice,they send many domestic subsidies to the bottom people such as low-income person , so that the people's living conditions can achieve balance, and then to accomplish the goal of"Home Ownership".
