A Study On Government Functions In Sponge City Construction Of Xinbei District Of Changzhou

Sponge city is an indispensable part of driving the overall transformation of urban development concept and realizing new-type urbanization.At present,the government still plays a leading role in master planning and construction,and the promotion of sponge city construction mainly depends on the effective play of various functions of the government.Xinbei district of Changzhou has elevated the construction of sponge city to the political agenda,always centering on the five principles of "innovation,coordination,green,openness and sharing",adhering to the spirit of the central working conference,launched the urban transformation and upgrading construction,in order to achieve the goal of building "beautiful Xinbei".Sponge urban construction can not only improve residents’ living environment,promote the all-round development of green civilization,but also with the construction of service-oriented government is directly related to,in the process of engineering construction in cities,has played a government,the social public,enterprises,such as multivariate main body strength,the goals of social and public interests,the main body of target consistency,together for the sponge contributions to urban construction.As a systematic project,sponge city requires the government to play an effective role in planning and design,policy support,capital guarantee,supervision and protection of ecological environment,and always practice the concept of green and sustainable development in sponge construction.Through questionnaire survey and interview,it is found that the following achievements have been made in the government’s performance in the construction of sponge city in Xinbei district of Changzhou.Set up the leadership mechanism,set up the district sponge city construction work leading group to plan the construction work;Define the overall planning and construction objectives;Provide special funds and strictly manage them;We will strengthen oversight and push forward project construction.At present,there are still major problems: policies,regulations and standards system to be improved;Unreasonable early city planning;Single investment and financing model;Insufficient regulatory enforcement.The causes of these problems include: sponge construction concept is relatively lagging behind;Lack of scientific and sound top-level design;The guarantee mechanism is not sound;Democratic participation is a formality.The countermeasures to optimize the government functions in the construction of sponge city in Xinbei district by referring to the useful experience at home and abroad and combining with the local reality include improving regulations and policies and strengthening institutional safeguards.Optimization of top-level design and focus on standard implementation;Consolidate technical foundation and strengthen personnel protection;Improve the supervision mechanism,pay attention to the performance evaluation;Popularize ecological concepts and pay attention to collaborative governance.
