After analysis on present conditions of concrete enterprises, the following problems have been found for distribution of concrete-mixer trucks: The current dispatching plan often results in unevenness of working hours for the drivers, low utilization ratio, decline of service quality in various construction sites and unbalance. Therefore a plan is proposed for the purpose of lowering production cost of concrete and increase profit of concrete production. In Just In Time production mode, a dispatching system of monitoring moving vehicles is to be established to solve the problem of dynamic collection and delivery of goods based on application of GIS, GPS, GSM Technology.In consideration of constraint of multi-vehicles, capacity, total operating time and customers'demand for time windows, a heuristic algorithm with two stages is designed: The first part of this algorithm is based on second- genetic, self-adaptive improved hybrid genetic algorithm of elite individuals. The mixed strategy of genetic algorithm is introduced with hill climbing method to make use of other search algorithm to make up for weakness of genetic algorithm, which can achieve very good result by developing its advantages and avoiding disadvantages. First of all a static dispatching solution is obtained as a initial dispatching plan. The second part of this algorithm is aimed to meet new requirements occurred at any time, which designs an improved insertion algorithm.The purpose of the new plan is to improve product quality and create a good image of the enterprises, the realized intelligent dispatch for vehicles, improve management for transportation vehicles and lower transportation cost. Based on establishment of GPS system, the feedback of GPS real-time utilization information of vehicles to compare with original dispatching plan and adjust the original plan, thus reducing management shortcomings, safety accident and standardizing conducts of the drivers.
