Railway Information Project is characterized by a long operating cycle, usually ten to fifteen years of running the security and stability; During the business model and operational changes, many interfaces, and may be required and subsequently the new system on the combination of changes in the scope of the project throughout the entire lifecycle, until the introduction of the historical stage of the project, no longer in use. Therefore the scope of change management in the railway sector information technology an important aspect of project management, information technology projects to enhance the scope of the railway changed the management and control not only the realization of projects completed by the target of great significance, but also into the operation and maintenance of the project after the expansion phase, escalation of the same features of great significance. The paper make use of literature search, case studies of railway information on the scope of the project to change the classification, management problems, control system and control measures carried out exploration and research. Railway project for the characteristics of information technology, this paper presents the project life-cycle changes in the scope of control.Scope changes can be divided into design change, demand change, plan change, condition change and add-on change. Studies have shown that demand change is the main form of scope changes; from the point of view of scope changes's scale, primary change and important change are the categories of scope changes needing to be pay the most attention.In the project entire lifecycle, the establishment of Railway Information Project scope change control system. This system contains Change Generating System, Change Reviewing System, Change Approval System, Change Implementation System, Change Monitoring System, Change Performance Assessment System and Change Warning System. Based on the principle of scope change classification and hierarchy, this Paper establishes a scope change control program including some work flows for requesting, reviewing and approving scope changes.At the same time, the establishment of a product planning department, the department is responsible for multiple products across the company needs analysis and management, change management, solution development and product planning, by the departments responsible for customer-related projects with the company's exchanges, including the handling of clients changes to the application.In this paper, the project configuration management applies to the scope of the project change control and to enable more effective project scope change control.This paper provides some suggestions for improving project scope change management, to strengthen measures to change management recommendations for the effective management and control of railway information technology to change the scope of the project.
