Research On Safety Evaluation Index System Of Urban Public Transportation Enterprises

With the rapid development of economy and the expansion of the city, urban traffic isincreasing between supply and demand day by day, people paid more and more attention tobus, because of the incomparable strong advantage of strong individual traffic. Many citieswill develop buses as effective measures to alleviate traffic jam, improve the livingenvironment, promote the sustainable development of the city. At the same time, road trafficaccidents and deaths of our country appear growing trend, the bus safe driving accidents showa rising trend. It caused heavy loss to the state and the people’s life and property. How toprevent and reduce road safety accidents, and improve the safety production and safetyoperation level has become the focus of attention of the public transport enterprise.The main issue, improve public transportation enterprise safety production and safetyoperation level, is to comprehensively understand and effectively evaluate the publictransportation enterprise’s safety management. So it is quite necessary to set up a set of safetyevaluation index system, the urban public transportation enterprise can objectively evaluatesecurity situation in time in order to find internal security hidden danger and safety productionoperation process of the weak link. The enterprises could take the corresponding improvementmeasures and ways to improve the safety management in enterprises level, ensure the buses’safety operation, prevent the happening of accidents.This paper, from the urban public enterprise security situation, was investigated andresearched to public transport enterprise field to collecte datas at first.adopt the systemanalysis theory to analyse public transport enterprise influences of various factors respectivelyfrom three aspects as the people, vehicles and management. Secondly, based on the indexsystem establishing principles sets up indexes, through Delphi method getting expert advicesto screen indexes, accomplish three levels of safety evaluation index system of urban publictransportation enterprises, including one first level indexes, five secondary level indexes and28level three indexes. Thirdly, reviewed and compared AHP method and G₁method,considered characteristics of the index system, we selected G₁method without consistencytest to calculate weights of the index to realize the quantitative index. Fourthly, finished index refinement and established safety evaluation criteria of urban public transportation enterprises.Lastly, in order to test index system and evaluation criterion’s maneuverability and rationality,selected two enterprises as examples.
