As the energy source base of our country, resource-based cities have been providing essential energy security for national development and construction. With the resources exploited and exhausted, the ecological environment of resource-based cities has been deteriorating rapidly and the economy has begun to decline sharply. Thus these cities are facing big challenges. Which way to choose, letting these cites die of resource exhaustion or finding a new way to achieve further development, has become a key issue for the development of the resource-based cities.Ecological cities are a kind of human aggregation, in which the population, resources and environment are reinforcing and counteracting each other. They are a kind of system composed of society, economy and nature. Ecological cities require coordinated development of the whole compound system in order to realize the goal of social civilization, economical development and harmony between man and nature.Building ecological cities will be a new development pattern for the resource-based cities to change the old mode of high input, low output and serious pollution. This will promote the resource-based cities to slip the leash from the planned economy and adapt to the needs of market economy, so as to achieve sustainable development. Taking an example of Fushun, a city with history of nearly a hundred years, this paper analyzed the natural, economical and social factors which influence the ecological construction of Fushun. Then this thesis chose the typical indexes reflecting the characteristics of resource-based cities, and established an index system for ecological construction of Fushun based on the theory of ecological cities and drawing up the successful experience of transformation of resource-based cities at home and abroad. Using the PCA (principal component analysis) method, the author evaluated each sub-system and find respective deficiency of ecological construction. Taking equivalent weight, the paper made an evaluation of Fushun and drew a conclusion: the pollutant discharge amount of Fushun is too much and the energy consumption structure is unreasonable, which requires taking grater effort to improve ecological environment; the proportion of the secondary industry is too large which decides the irrational industrial structure and the weaker competitiveness; the distance between cities and rural areas is widening and the system of social security is far from perfect.By making a comprehensive evaluation of the ecological system of Fushun city, the paper could find the areas of weakness in the process of ecological construction and provide scientific basis for Fushun to revise the disadvantages and achieve sustainable development. Meanwhile, this thesis can also provide some enlightenment for other resource-based cities to make ecological construction.
